WITNESS: MAN RAN OVER VICTIM’S HEAD
The man who allegedly ran down his ex-wife and two bystanders early Sunday morning has been held without bail after his arraignment in Franklin County Criminal Court on Monday afternoon.
Chad Ely, 28, of St. Albans was charged with three counts of Second-Degree Attempted Murder.
Each of the second-degree murder charges could land Ely in prison for up to 20 years.
He is also being charged with First-Degree Domestic Assault and two counts of Assault with a deadly weapon.
Chad Ely’s lawyer entered a not guilty plea on his behalf, but the court ultimately decided there was enough evidence to promote probably cause, and go ahead with the criminal charges.
The defense argued for Ely to be released on conditions, and suggested bail be set at $10,000.
The defense argued that the evidence in the case is great and that he should be held without bail.
Judge Gregory Rainville ultimately agreed.
“At about 2:20am I was walking toward my vehicle with Phil Benoit and Matthew Boutin and the vehicle coming from Karib this man pulls over angrily as we walked down Federal and Curses at her and charges toward Matt Boutin. He gets back in the car backs up and drives on the curb and hits Phil. Then it seemed he drove over the victim’s head and speeds off. Looked like a black vehicle. I offered my shirt to stop the bleeding.” Charles Gagnon wrote in a written witness statement to the court.
“Chad Ely pulled over and tried to punch Matt Boutin.” Phillip Benoit said in a written statement, “Then got in his car and drove on the sidewalk and hit me with his car into a brick wall and then hit the girl with us and ran over and took off.”
According to Sergeant Keith McMahon, the female victim, Amanda Carr, was hit with the vehicle that Ely was driving, she flew over the vehicle, landing just behind it.
McMahon said that Ely then backed over Carr’s head when he fled the scene.
The affidavit in the case describes Carr’s injuries as a large portion of scalp missing from her head and a large contusion on the opposite side of her head.
According to testimony from the victim, Ely snorted either a Percocet or Vicodin earlier in the evening, as well as drinking throughout the night.
